Denise M. Richardson is the Managing Director of the General Contractors Association of New York, a trade association that represents New York City’s unionized, heavy construction/public works contractors. Richardson has over 25 years of construction contract and financial management administration experience in both the public and private sectors. Prior to the joining the GCA as the Deputy Managing Director in 2006, Richardson served as Deputy Commissioner at the New York City Department of Environmental Protection. From 1999 to 2003, Richardson served as the procurement officer for MTA/New York City Transit’s capital construction program, awarding over $2 billion annually in contracts for rehabilitation of city’s public transit infrastructure, including contracts for the design of the Second Avenue Subway, the extension of the #7 line and the reconstruction of the #1 line immediately after 9/11. She also served as Assistant Commissioner at New York City’s Department of Information Technology and Telecommunications, where she managed the citywide information technology contracts that addressed Y2K conversion; Director of Administration within the Bureau of Construction at New York City’s Department of General Services (now Department of Design and Construction); and Business Manager for Honeywell International’s New York metropolitan region, where she negotiated contracts for building system installation and maintenance. Richardson began her career in New York City government as a budget analyst with the New York City Department of Sanitation. A native of Cranston, Rhode Island, Richardson received a Bachelor’s Degree in economics and government from Simmons College in Boston, MA, where she received a Harry S. Truman Scholarship, and a Master’s Degree in Public Administration and Urban and Regional Planning from the Woodrow Wilson School at Princeton University.
